-State investigators ultimately declined to press charges against
company officials. But they determined the company manager and his wife
were "being paid for working hours that would be almost impossible for
a
person to sustain over a period of four and one half years." In a
separate action, the Oregon Public Utility Commission assumed
management of the company and immediately cut rates to customers.
